    Take Dec 31 of the year before the given date, add the fraction times 365 days per year.

    12/31/1993 + (0.25 * 365) = 4/1/1994
    12/31/2001 + (0.85 * 365) = 11/6/2002

    I would have commented same. I like how Martin Armstrong notes the dates. Makes a lot of sense.
