Racism is to make a judgment on the basis of race alone, pure and simple.
Racially insensitive is a different thing. For example I often call kids "cheeky little monkeys" when they are pushing their luck, it's term of endearment in our family. Now if I where to use that term with a persons child that I didn't know, who didn't know me, didn't understand how the term was used with our own and could conceivably take it as a racial slur... now that would be insensitive of me. It in no way makes me racist, or the term inherently racist but in certain contexts it could be considered racially insensitive.
The English language is a powerful and precise tool in the right hands, please don't be sticking a marvelous language in a blender a dumbing terms down! Racially insensitive is not always racism, sure they overlap but racially insensitive covers a much border area than racism.
The irony here is that you are indulging in racism by insisting that certain terms that don't have a racially specific definition should be more insulting to one race than another. This is typical of white conscience driven racism that is rooted in guilt. It often makes me laugh when you get a white person on TV railing against some perceived racial injustice when in reality they are condescending to that race and being extremely racist in the process.
Finally... walking up to any group you have selected on the basis of race and calling them anything as a group is a racist act. Simply because you made the decision on the basis of race with no consideration for the individual.
You my friend are perpetuating the doctrine that to be considered racist first you must be white. You are carrying cultural bagged that you don't recognize... by your rules I defy you to come up with a term a white person would consider a racial slur. Surely if the races are to be considered equal that must be doable?

Anyway... I don't think that calling Obama a monkey is a particularly clever insult. Nor do I think that is is particularly useful to insult politicians, its lazy and does nothing to further your objection to their politics. If I where a dictator politics would be a strict 'play the ball' affair, penalties would be dealt for anyone who 'played the man' in public life. In the end it lowers the playing field to a childish level. Attack the ideas, that way we gain a greater understanding of the ideals that our 'leaders' have and we can send a clearer message. This football crowd behavior is less than helpful IMO....
