BERLIN (Reuters) - Chancellor Angela Merkel's coalition government agreed on Thursday to require migrants granted residence rights to show willingness to integrate by learning German and seeking work or see their benefits cut.

Ending months of disagreement, Merkel's Christian Democrats (CDU), their conservative Bavarian CSU allies and the Social Democrats (SPD) hammered out a deal in the early morning hours for post-war Germany's first law on integrating immigrants.

They also worked out new counter-terrorism measures and agreed to relax rules giving European Union citizens priority in employment so migrants can enter the job market more easily.

The deal capped months of disagreement about how to handle over a million migrants and refugees who poured into Germany last year. Those fleeing war in Syria and Iraq have the best chances of staying while economic migrants may be sent home.

Merkel said the agreement, to be approved by her cabinet on May 24, contained "an offer for everyone, but also duties for everyone". Along with language learning, it says that migrants who break off job training courses will also lose benefits.

The chancellor said Germany faced two challenges with Europe's migrant crisis. The first was to coordinate the influx of refugees with European partners and progress had been made on that, she said.

"The other challenge is to register and achieve the integration of the large number of people who have arrived here," she told reporters.

"We will have a German national law on integration - this is the first time in post-war Germany that this has happened, it is an important, qualitative step."

Tensions within Merkel's coalition mounted towards the end of last year with all three parties espousing different priorities for coping with the migrant crisis.

Since then, the flow of migrants, many from Syria and other war-torn parts of the Middle East and Africa, has slowed and the pressure has eased. The EU has also done a deal with Turkey to enlist its help in stemming the influx.

The security measures, a response to recent attacks in France and Brussels, include increasing police powers to deploy undercover agents and empowering Germany's intelligence agencies to exchange information with foreign partners, under clear conditions.

Last month, German authorities stepped up security measures at airports, train stations and the country's borders with Belgium, France, the Netherlands and Luxembourg.

While the three parties welcomed the immigration agreement, a closely-watched decision on incentives for electric cars was delayed.

Merkel said support for electric cars was in the pipeline. Auto sector leaders have pressed the government to bring in incentives to boost demand for electric cars, arguing support is needed if the sector is to retain its leading edge as an automotive market.

Now, they realize the error of their ways. Instead of being passive aggressive about it why not go full Teutonic and put them on boxcars pointed to Turkey.

Why not. If someone is faced with starvation vs learning German and being a productive tax paying citizen after all they witnessed in their Middle East home country, the choice is obvious. This made up refugee crisis is to willingly make the able bodied middle eastern men into slaves for the foreseeable future. That's why they don't let elderly, sick women into any western country. You have to trek across deserts or dangerous borders to prove that u can handle the hardships of western culture.
These destitutes have no way out etc to conform or fail. When they fail they have no country to go to and start the ghettoes.

You dont think that these people would be better off in their own country and culture ?

The trouble is that all the people who do get up and go from the various Turdistans around the world, of which there seem to be many, may well be the sort of people who have the initiative to make their country of birth achieve the Escape Velocity that brings them into the modern world ?

As for the Syrian refugees, it might have been an idea for them to align with the side of their choice, and pitch in for the future they envisioned ? As things stand the efflux seems to consist of folks who lacked any commitment other than to themselves, and bugging out to Western Europe looked like an easy option ? Or looking at it another way, I dont remember there being such an exodus between 39 - 45, in what was a proper war as opposed to a hopped up version of life as it was for Arab society before WWI :)

Seems like an excellent idea to model Europe's immigration requirements on those of Saudia Arabia, but obviously substituting secularism for Islam. I dont see how Islamic incomers would have any complaint what so ever :)

Back in the days of the First Gulf War, when the Saudi's were crapping themselves about Saddam's intentions, and so 'Graciously' allowed American troops to be based in the kingdom, there was an incident where McDonald's who came to help supply the US troops, were berated by the Saudis over a picture of Ronald with outstretched arms. According to the Saudis this was a deliberate attempt to infiltrate Christianity, as clearly Ronald McDonald's posture was that of Jesus on the Cross.

I don't think it's fair for Germans and Germany to loose every conflict. It's only fair that immigrants learn the language of the host country and be productive citizens. If not immigrants will face increasing xenophobia. Live and let live

I think you are correct people would be better off in their own country and culture.

Once the menace of economic exploitation ends I believe every village will be prosperous that people would not even have to go to cities let alone a foreign country. This modern economic system has impoverished the turdistans for the benefit of the first world.

The first world is too expensive to raise kids. Aging western population need to be taken care of. Raising this kids in third world is a cheap economic option and then giving /forcing them a cause to go to western world for the most productive part of their life is like a brilliant economic idea? Just lure them with welfare.
